
Housing Allocations:
Housing Allocations deals with the following areas within the housing department;
(i) Applications for Social Housing and the maintaining of the Housing List.
(ii) Applications for a Transfer from one social unit of accommodation to another.
(iii) Applications for a Mutual/Inter Transfer with another tenant of the Council or another Local Authority.
(iv) Applications on homeless grounds.
(v) Applications for a Transfer of Tenancy i.e. to remove a name from a tenancy, to add a name to a tenancy or to change a name on a tenancy.
Applications for Social Housing and the Housing List
The income criteria for eligibility to apply for Social Housing are as follows:
Single income applicant: Less then € 40,000 .
Joint applicants (2 incomes): 2.5 times the larger income plus 1 times the smaller income. If the total does not exceed €100,000, then you are eligible to apply.
Applicants also cannot be in ownership of any property and if a property had previously been owned, evidence of the sale of the property and the proceeds of the sale must be submitted with the application.
Submission of a complete application must also be accompanied by the relevant documents. Once an application has been approved, the applicant(s) are placed on the housing list for their desired areas and bedroom size that they require. The criteria for bedroom size are set in the Scheme of Letting Priorities and are as follows;
Single person or Couple (Certain 1-bed units may be designated for older persons only) | 1-bed |
Lone Parent or Couple with 1 or 2 children of the same sex | 2-bed |
Lone Parent or Couple with a boy and a girl or 3 or 4 children | 3-bed |
Lone Parent or Couple with 5 or more children | 4-bed |
The applicant(s) are notified in writing of their position on the housing list in their desired areas and given a Pin Number to check position online.
The County is divided in to 5 electoral areas (Tallaght South, Tallaght Central, Clondalkin, Terenure Rathfarnham and Lucan) and the applicant(s) select their areas of choice.
As discussed above, applicants are considered for housing on a time on list basis. Once an applicant has a position at the top of the list, they will receive their first offer of accommodation. If refused a second offer is made of the next available suitable unit of accommodation in a different estate. Refusal of a second offer will mean that the application will be closed and the applicant will have to wait one year from the date of refusal before reapplying. Medical letters can also be submitted in relation to a housing application and the Councils Medical Officer has the power to grant overall medical priority based on the content of these letters.
Applicants are appointed tenants of Council houses by Managers Order and are required to sign a tenancy agreement. On being allocated a house, each tenant signs a Tenancy Agreement and receives a copy. The seal of the Council is affixed to the original tenancy Agreement. This is an important legal document which sets out the terms and conditions of the tenancy and as such is a contract between the Council and the tenant(s). It is important that a tenant complies with the Tenancy Agreement as the Council can subsequently refuse to sell a house to a tenant under the tenant purchase scheme where there has been a breach of the agreement and this can also endanger eligibility for a mortgage allowance as a purchaser of a private house. There can also be implications for a tenant’s eligibility for a transfer to alternative accommodation. The tenancy agreement places a strong emphasis on the conduct of tenants and the use of dwellings for unlawful purposes.
